Development of Flood Risk Management Plans in Romania (Cycle 2).

Within the framework of the Reimbursable Advisory Services (RAS) for the Preparation of Flood Risk Management Plans in Romania (Technical Support for the Preparation of Flood Risk Management Plans in Romania), the World Bank (WB) supported the Romanian authorities, namely the Ministry of Environmental Water and Forests (M.M.A.P.) and the National Administration "Apele Române" (A.N.A.R.), in the preparation of Flood Risk Management Plans in Romania related to the second implementation cycle of the Floods Directive. \In this context JBA Consulting as the winner of the tender organized by the WB and leader of the consortium composed of international and national companies, implemented the RO-FLOODS project, whose main objectives were the development of hazard and flood risk maps, including the WEB viewer (https://harticiclul2.inundatii.ro/), as well as the development of Programs of Measures associated to the Flood Risk Management Plans.

Thus in the period May 2021 - March 2023, JBA Consult Europe (as part of JBA Consulting) has been involved in the development of hydraulic models, developed for the preparation of flood hazard maps from fluvial (including flash floods and levee breaches) and pluvial sources, in the development of flood risk maps, as well as in the process of identification, analysis and promotion of flood risk management measures (screening, multi-criteria analysis, cost-benefit analysis). Finally these measures were integrated in the final versions of the Flood Risk Management Plans and subsequently approved by HG 886/2023.

Also in the framework of the project, JBA Consult Europe carried out training activities for M.M.A.P., A.N.A.R. and A.B.A. staff who took part in the stakeholder engagement process. For this purpose the consortium used advanced digital tools that covered training needs on the themes/topics identified in advance by the WB, as follows: Hydrological and Hydraulic Modelling; Programme Development; Stakeholder Engagement and Communication; Green Infrastructure and Nature-based Solutions. By implementing this project, Romania has fulfilled its obligations arising from the implementation process of the Floods Directive 2007/60/EC.
