RELEVANT PROJECTS / EXPERIENCE

Work undertaken, as International Expert (2024 – 2025), for the Fitness Check Evaluation of the National Strategy for Integrated Water Resource Management of Albania was conducted in the frame of the EU4Rivers project, managed by Austrian Development Agency (ADA), with the main beneficiary institution the Agency for Water Resources Management Albania. The purpose of the Fitness Check is to evaluate and assess the existing National Strategy for Integrated Water Resources Management with a view to identify gaps and inconsistencies and to consider possible ways to simplifying and streamlining the current Albanian framework to contribute to a better management of water resources and a revised IWRM Strategy in the coming years, considering EU principles.

Within the consultancy project (beneficiary Ministry of Environment, Water and Forests), JBA Consult Europe has coordinated the revision of the National FRM Strategy and the associated Action Plan. JBA has also developed the Methodology for the Strategy evaluation and monitoring. Based on the need to ensure an adequate protection and resilience level to floods for the Romanian society, economy, environment and cultural heritage in the time horizon 2023 – 2035, the long-term Strategy version is based on three pillars, namely: a more prepared and resilient society to flooding; more safety; more green and blue. The document has been aproved by GD 1566/2024.


Within the project “Strengthening Institutional Capacity for Climate Change Policy Improvement and Adaptation to Climate Change Impacts” (Project Leader National Meteorological Administration, beneficiary Ministry of Environment, Water and Forests), JBA Consult Europe contributed to the revision of the National Climate Change Strategy and the National Action Plan for its implementation (2021-2030). Within the project, Dr. Eng. Daniela Radulescu, had the role of Key Expert Water Resources Management, contributing to the elaboration and coordination of the related documents to the above-mentioned field. The document has been approved by GD 1010/2024.

Within this consultancy project (beneficiary Ministry of Environment, Water and Forests; Client: World Bank ), in 2021, JBA Consult Europe has coordinated

the development of the Methodology for the preparation of Flood Risk Management Plans (cycle 2) and the Catalogue of Potential Flood Risk Management Measures, . The methodology includes multi-criteria and cost-benefit assessments, which are carried out using tools specially designed to serve the purpose of the methodology.. To be mentioned that the methodology proposes a hierarchical approach to identifying measures, prioritising the initial identification of green measures and then traditional solutions, as well as grey measures.

This project was initiated by the Ministry of Environment, Waters and Forests, in order to update in the future, the legislative framework regarding land use in floodplains. The study was developed by the consortium of JBA Consulting Ireland - project leader, with the intrinsic support of JBA Consult Europe, subcontractors being IHS Romania, Energoproiect and INCDS (2019-2020). The ultimate goal was to develop rules and norms for land use in flooded areas, including a codification procedure and a set of rules for the adaptation of buildings in these areas to reduce flood damage. Correlated with different probabilities of floods, a zoning of the floodable areas was proposed and the types of constructions that can be allowed in these floodable areas were established.
